Paragraph 3, first sentence, of the letter I received from Peter McHugh Chairman of Board for CCCare states "We further confirm advice to you that Mr Ryan is employed by our organisation on a part-time basis as an unqualified welfare worker."

not qualified; not fit; lacking requisite qualifications: unqualified for the job.

Further to this in the Annual Report for the year 2003 - 2004 the then Chairman of the Board for CCCare Dr Ian Richardson states, and I quote "Christine’s resignation at the end of the year led to the appointment of Tony Ryan as a Welfare Worker."
